Submit your comments to the Postal regulatory Commission by May 21st for the USPS summer sale proposal regarding the Standard Mail letters and flats.

The PRC and USPS have encouraged all interested individual mailers to submit comments.

Please submit comments electronically via the PRC’s Filing Online system at http://www.prc.gov/

  • The sale will run from July 1, 2009 through September 30, 2009.
  • Mailers who mailed over 1 million Standard letters and/or flats from October 1, 2007 through March 31, 2008 are eligible to participate in the sale (about 3,250 mailers accounting for 75% of Standard Mail volume).
  • Mailers will receive a rebate of 30% on any mail volume in that period which is over the past threshold.
  • Mailers’ rebates will be adjusted if their October 2009 volume is less than their October 2008 mail volume, adjusted to their mailing trend.

Mailers will pay full postage during the summer.  After October 31, 2009, USPS will determine the rebate which each mailer is due.  Rebates will be credited to the mailer’s permit account before December 31, 2009. 

USPS will be sending eligible mailers letters that will provide the threshold as determined by USPS data systems.  Mailers who believe they are eligible but did not receive a letter or mailers who do not agree with the USPS determined threshold may appeal to USPS.  USPS, shortly, will provide DMA with the contact for any appeals.  We expect mailers to receive these letters by May 4, 2009.

Mailers may enroll in the program on the web on or before July 1, 2009 (URL will be provided once available) after they receive their eligibility letter.  NOTE:  Enrolling on the web means that the mailer accepts the threshold as determined by USPS or as determined via appeal, whichever is applicable.

In determining the threshold, USPS will aggregate a mailer’s mail from all its permits, ghost permits and subsidiaries and business names.  If a mailer has entered its mail or portion thereof using another’s permit (such as a mail service provider), the burden is upon the mailer to provide documentation indicating its volume of mail entered under that permit.

Intelligent Mail® Update USPS 04-17-09

Mailer IDs - In preparation for the new Business Customer Gateway and the new online process for acquiring Mailer IDs, we will not issue Mailer IDs from May 1 through May 10. This includes Mailer IDs for OneCode ACS, OneCode Confirm, and for Intelligent Mail barcodes.  Mailers can use the new online tool to acquire Mailer IDs starting May 11. We will explain the new online process in the User Access to Electronic Mailing Information and Reports, available April 21 on RIBBS. Mailers should continue to access the Confirm and ACS help desks to attain Mailer IDs as necessary.

Standard Mail Move Update Postponed – DMM ADVISORY -03-27-09

We filed an amended notice with the Postal Regulatory Commission to postpone the Move Update noncompliance charge for Standard Mail and to adjust our prices for Confirm service.

We extended implementation of the Standard Mail Move Update noncompliance charge from May 11, 2009, to January 4, 2010. The charge applies to Standard Mail mailings that fail to fully comply with the Move Update standards. Delaying implementation allows extra time to provide our Standard Mail customers with additional feedback from our new postage verification systems, but does not relieve mailers of their obligation to comply with the Move Update standard if they intend to claim automation or Presort prices.

The new Move Update verification procedures will not be used to assess additional postage for First-Class Mail or Standard Mail at the time of mailing until January 2010.  However, as noted above, customers are still required to comply with the Move Update standards in the DMM.

We will not begin to collect additional postage on May 11, 2009 as originally announced. The extension deadline has not yet been determined. During the interim, we will evaluate the data collected from our verifications and review our policies.

The current policy for acceptance will continue until further notice. Mailers will still be expected to declare a Move Update method on the postage statement. FCM mailers who cannot declare a method are not eligible for the FCM discount prices. We will continue to work with Standard Mail mailers to come into compliance as we have been doing since November 2008.

The threshold for the PostalOne Move Update verification will remain at 30% for the time being. The PostalOne system release scheduled for May 11 is being developed to enforce the Move Update verification and the 30% threshold. Effective May 11, it will be necessary for acceptance clerks to select “Accept after rework” for any mailings that fall below the 30% threshold. We will not request or collect additional postage except as noted above for FCM mailers who cannot declare a Move Update method. This will be communicated in the PostalOne! May 11 release 20.0 training webinars.

If you are a USPS PostalOneTM user, you MUST schedule to login into PostalOne between March 30 and April 13 2009 or all your user information and registration will be deleted and lost in PostalOne system by the USPS. This is because of the Intelligent Mail Solution Systems transition change over.

Therefore, they are suspending ALL MAILERS Intelligent Mail CAT – Parallel applications as of March 31, 2009 until sometime in November 2009.

What does this mean to you the mailer?

It means if your application for CAT – Parallel is NOT in the USPS IM application “queue” on or before March 31, 2009 you will NOT be able to participate in the USPS Intelligent Mail eDOC Full Service Solution and potential USPS pricing discounts for six – nine months from November 2009.
