USPS Changes to Load Leveling Standards

The USPS® announced they will make changes in the delivery service standards for Standard Mail® Destination Sectional Center Facility (DSCF) rate mail, effective April 10, 2014. The new service standards apply for all DSCF Standard Mail, including letters, flats, and parcels. Impacted mailers are encouraged to review their current planning and workflow processes to determine what changes, if any, need to be made. This may include reviewing items such as:

  • in-home date planning and in-home date requests that are included on the mailpiece or any USPS documents
  • reviewing transportation and logistics planning and pricing
  • reviewing FAST drop ship appointment making processes
  • reviewing mail production schedules to accommodate any transportation changes.

Standard Mail DSCF Load Leveling Presentation

The Postal Service is proposing to revise the service standards for a limited segment of Standard Mail (pieces that qualify for a DSCF rate and are accepted before the day zero CET at the proper DSCF on Friday or Saturday), to encourage a more balanced distribution of Standard Mail volume across all of our delivery days. The Postal Service is not proposing any other revisions to its service standards at this time.
